The joke, explained
Don't tempt me is a familiar warning that a suggestion may become action. Replacing that action with shipping gives it a software-builder meaning. The joke makes releasing a product sound like an impulsive response, turning a casual challenge into a very specific risk of something getting made.
For the founder who hears a dare and starts planning the launch.

Questions
Why does a suggestion sound dangerous to this builder?
The line implies that an appealing idea may trigger an actual release. Its humor treats making something available to users as an impulsive reaction to being given a tempting prompt.
Could this suit the friend who keeps starting side projects?
Yes. Someone who turns casual conversations into things to build should recognize it. The phrase lightly warns that discussing an idea may be all the encouragement their next project needs.
